Overview
The Idaho State Department of Agriculture (ISDA) Dairy Lab performs Food and Drug Administration (FDA) testing of dairy products to assure compliance with Grade A requirements. This lab also provides accreditation of milk laboratories and analysts through on-site evaluations and split sample proficiency testing surveys. The dairy lab and the state Laboratory Evaluation Officers (LEOs), working in the dairy lab, are certified by the FDA. The state LEOs accredit/certify milk laboratories and analysts in the state of Idaho.

Accreditation of milk laboratories by federal and/or state LEOs is based on meeting the following requirements:
- a) The laboratory facilities meet the requirements of the Standard Methods for the Examination of Dairy Products and/or Official Methods of Analysis of the Association of Official Analytical Chemists, the current revision of the Evaluation of Milk Laboratories (EML), and those stated on the official milk laboratory forms (FD-2400) as determined by an on-site evaluation.
- b) All official examinations required by the Grade A Pasteurized Milk Ordinance are performed by certified analyst(s).
- c) The laboratories’ analyst(s) meets the performance levels of the split sample proficiency testing program.
Accreditation of milk laboratory analysts by state LEOs is based on meeting the following criteria:
- a) The laboratory facilities meet the requirements of the Standard Methods for the Examination of Dairy Products and/or the Official Methods of Analysis of the Association of Official Analytical Chemists, the current revision of the EML, and those stated on the official milk laboratory forms (FD-2400) as determined by an on-site evaluation.
- b) Analyst(s) performance is in compliance with procedures outlined in the Grade A Pasteurized Milk Ordinance as described in Standard Methods for the Examination of Dairy Products and/or Official Methods of Analysis of the Association of Official Analytical Chemists, the current revision of the EML, and on the official milk laboratory forms (FD-2400) during an on-site evaluation.
- c) The analyst(s) meets the performance levels of the split-sample proficiency testing program.
The FDA laboratory accreditation and endorsement of sample collection surveillance procedures provides a national base for the uniform collection and examination of milk, in compliance with the sanitation standards of the Grade A Pasteurized Milk Ordinance.
