Approved Feedlots

 
Approved feedlots are facilities approved under IDAPA 02.04.20 “Rules Governing Brucellosis” to feed non-vaccinated females and other non-qualified cattle.  Animals leaving an approved feedlot typically go to slaughter, either in Idaho or out of state.  Approved feedlots are not intended to contain breeding cattle. Record retention is a key part of being an approved feedlot.  These facilities must maintain records for at least one year after animals are removed. Failure to comply with this requirement can result in the loss of approved status.
 
Idaho has approximately 100 approved feedlots which renew every year on or after September 1st.  Existing approved feedlots are sent renewal packets every August and require a current inspection from one of our Livestock Investigators prior to renewal.  These packets include the pertinent sections of IDAPA 02.04.20 as well as an approved feedlot application which needs to be completed in full.  Producers can opt to allow their facility information to be included on our website; a list of these facilities is available here. This is not a complete list, however, a complete list or status verification can be obtained by contacting ISDA at (208) 332-8540.  If you want your facility to be a new approved feedlot, first complete and submit your application to ISDA.  Once your application is received, the area inspector will contact you to schedule an inspection.
 
Cattle importation requirements are different for animals entering an approved feedlot.  All animals still require a CVI (Certificate of Veterinary Inspection) and, unless they are going to a tagging site, must meet individual identification requirements.  A few approved feedlots are also tagging sites relative to USDA requirements for animal identification, but most are not.  Females which are not vaccinated for brucellosis and bulls entering approved feedlots require an entry permit.

Artificial Insemination

 

A license issued by the Idaho State Department of Agriculture (ISDA) is required to practice artificial insemination of domestic animals within the state of Idaho.  Artificial insemination is regulated through Title 25, Chapter 8, Idaho Code, “Artificial Insemination of Domestic Animals–License to Practice” and IDAPA 02.04.03, “Rules Governing Animal Industry,” Section 150. Practicing artificial insemination without a license is a violation of Idaho Code and may result in administrative action by ISDA.   In order to obtain a license, an applicant must complete and submit an artificial insemination application, enclose a copy of their Certificate of Training, pay the $25.00 initial license fee, and pass a written test with a grade of 75% or higher. Arrangements can be made to take the Idaho Artificial Insemination Exam at a local County Agent’s Office. Three hours should be allowed to take the test.   Annual renewal fees are $5.00, due on or before the 1st day of July of each year.Any license not renewed by the 1st day of October will be canceled. Bees (Apiary) 

 

 

The Idaho Bee Inspection Program was designed to minimize the presence and spread of bee pests and bee diseases within the state. All commercial beekeepers with more than 50 colonies are required to register their bees with the Idaho State Department of Agriculture and pay a registration fee along with a honey advertising tax on each colony of bees. Registration for hobbyist beekeepers with less than 50 colonies is highly recommended to help safeguard and promote Idaho’s apiary industry.

Cervidae

 

Domestic cervidae are considered livestock in the state of Idaho and defined as “elk, fallow deer and reindeer that are owned by a person.” The Idaho State Department of Agriculture (ISDA) regulates and enforces standards for the domestic cervidae industry. ISDA’s main role is to ensure animal health through testing provisions and other oversight, including import surveillance, inventory verification and facility inspections. There are currently 44 domestic cervidae ranches and approximately 4,000 domestic cervids in Idaho.

Commercial Fish Farms

 
Commercial fish farms are regulated through laws under both the ISDA (Title 22, Chapter 46 “Fish Farms”) and the Idaho Department of Fish and Game (Title 36 “Fish and Game”).  All commercial fish farms require a $25.00 license through ISDA, which renew on even-numbered years.  New and renewing facilities can complete their information online for commercial fish farm licensing.  Prior to approval, a facility must also have an inspection conducted by the livestock investigator in their area.
 
If you are looking to stock a private pond, you will need to contact the Idaho Department of Fish and Game for a license and then you can use the commercial fish farm list below to find a local source for your fish. This is not a complete list of the fish farms in Idaho, rather a list of those facilities who have allowed their information to be released.

Commodity Dealers

Commodity dealers market a wide variety of agricultural commodities such as wheat, barley, oats, dry edible beans, peas, and lentils grown in Idaho. They are regulated under the Warehouse Control Program and are examined by Idaho State Department of Agriculture warehouse examiners to ensure that producers are being paid for their product. Commodity Dealers are licensed in accordance with Title 69, Chapter 5, Idaho Code. The Commodity Indemnity Fund (CIF) offers additional protection for producers in the event of a commodity dealer failure. This $12 million dollar fund is supported by producer’s assessments and allows producers to recoup 90% of their approved verified claim in the event of a failure. Currently the CIF is not collecting assessments, but quarterly reporting is still required.

 

Licensing Info:

The Commodity Dealer licensing period is for one year.

Commodity Dealers have two classes of licenses.  Class 1 is if the Commodity Dealer purchases agricultural commodities by credit-sale contract, or if the value of the agricultural commodities purchased during the previous 12 month period exceeds $250,000, or if the value of the agricultural commodities expected to be purchased during the succeeding 12 months exceeds $250,000.  Class 2 is if the value of the agricultural commodities purchased during the previous 12 months by the Commodity Dealer exceeds $10,000, and is less than $250,000, or if the value of the agricultural commodities expected to be purchased during the succeeding 12 months exceeds $10,000, but will be less than $250,000.

The original licensing fees for a Commodity Dealer are based on the class type of license.  Class 1 is $360 and Class 2 is $180.

The license renewal fees for a Commodity Dealer are also based on the class type.  Class 1 is $65 and Class 2 is $35.  A license that has expired may be reinstated for a fee of $500, plus the renewal fee if filed within 30 days of expiration.  Applications received after the 30 day reinstatement period shall be considered original applications and the license fee will be the original license fee, along with the $500 reinstatement fee.

  3. Commodity Dealer Bond.  At the discretion of the Director, an irrevocable letter of credit or certificate of deposit can be submitted in lieu of a bond.  Refer to Commodity Dealer Law for bond amount requirement.
  4. Insurance (General Liability & Stock Coverage) – If the Commodity Dealer accepts physical delivery of a commodity purchased directly from producers, for which the producers have not been paid, they must insure the value of all commodities in possession at full market price for insurable perils until all liabilities to producers have been paid.
  5. An audited or reviewed financial statement prepared by an independent CPA or LPA in accordance to GAAP, prepared not more than ninety (90) days prior to date of application.

Dairy

ISDA’s Dairy Bureau provides oversight on the dairy industries within Idaho. This oversight helps to ensure safe, wholesome milk and milk products for consumers.

ISDA’s Dairy Bureau is also responsible for the protection of surface and groundwater from dairy farm by-product, which is accomplished through routine inspections of environmental handling and containment facilities, land application sites, and review and approval of new or modified systems.

The programs encompass sanitary inspections of dairy farms, bulk milk haulers, processors, manufacturing and processing equipment, warehouses, stores and other businesses where milk and dairy products are manufactured, stored, sold, or offered for sale.

In addition to state enforcement requirements, ISDA works in conjunction with several federal agencies through cooperative agreements or memoranda of agreement to protect the environment and ensure safe food products. Laws and rules require dairy farms to develop nutrient management plans (NMPs) on all licensed dairy farms. NMPs also aid in determining appropriate applications of nutrients to cropland. A certification process has been implemented to assist in the development of these plans.

ISDA is also responsible with enforcement of the Agriculture Odor Management Act, Title 25, Chapter 38, Idaho Code, as it relates to Idaho dairy farms. Dairy farms that emit odors in excess of those odors normally associated with agriculture in Idaho would be cited by ISDA thereby requiring the facility to develop an Odor Management Plan to reduce odors.

 

Free Sale Certificates for Dairy Products

 
Animal Industries issues certificates of free sale for dairy products produced in the state of Idaho.  Requests for dairy certificates must come from the plant/company that produced the product(s) for which the certificate is being requested.  If templates have been provided to you by Animal Industries, ensure that your request includes the completed template(s) for processing.  If this is your first time ordering, please choose from our sample certificates to start your request. If you need them to include different wording than the default template and we will work to accommodate the requirements of your destination country.
 
Please submit requests to Emily Courter at least 3 days before you require the certificate.  We can issue a maximum of 10 copies of each certificate.
 
Free sale certificates for non-dairy products are provided by the Market Development Division of ISDA.

Dairy Processing Plants

Milk Plant Processing Information (Cheese, Butter, Ice Cream)

IDAPA 02.04.06, Requirements for Licensed Dairy Plants, governs the requirements for the design, construction, and operation of dairy plants licensed to process milk for manufacturing purposes. This rule incorporates by reference “Subpart E — Requirements for Licensed Dairy Plants,” of the ‘Milk for Manufacturing Purposes and Its Production and Processing, Recommended Requirements’ published by USDA, AMS, Dairy Programs and made effective July 21, 2011. In addition, ISDA through a Cooperative Agreement with USDA, conducts USDA/AMS Dairy Grading inspections on milk processors who voluntarily request this service. ISDA also grades or samples dairy products under this program.

Grade A Processing Plants

Grade A processing plants must meet the provisions as outlined in the Pasteurized Milk Ordinance which has been incorporated by reference as rule under IDAPA 02.04.08.

Grade B or Manufacture Grade Milk Processing Plants
Grade B or Manufacture Grade Milk Plants are governed under rule IDAPA 02.04.05.

Dead Animal Movement & Disposal

If you are concerned about dead pets along a highway or other roadway, contact your local county highway department.

 

Through IDAPA 02.04.17 “Rules Governing Dead Animal Movement and Disposal,” ISDA is the regulatory agency for disposal of domestic dead animals.  All dead livestock, and any parts or pieces of such animals, must be properly disposed of within 72 hours after knowledge of death.  There are several approved methods for disposal, including contacting a licensed rendering facility for pickup, taking to an approved landfill, and burial.  Most other methods require pre-approval from ISDA.   If burial is chosen, the site must meet the following requirements:

    • Depth of at least 3 feet;
    • At least 300 feet from wells, surface water intake structures, and drinking water supply lakes or springs;
    • At least 300 feet from any residences;
    • At least 50 feet from property lines;
    • At least 100 feet from public roadways;
    • At least 200 feet from any body of surface water (lake, river, stream, pond, etc.); and
    • Not located in a low-lying area which may flood or in areas with a high water table where seasonal high water may contact the burial pit.

Rendering Plants

Rendering plants in Idaho are regulated through Title 25, Chapter 32, Idaho Code, “Rendering Establishments.” They are inspected by livestock investigators and renewed annually.  They must submit their $25.00 renewal fee prior to their next renewal.  New facilities must also include a completed application.  If you need an inspection or have questions, please contact (208) 332-8540 or the livestock investigator in your area.

Deleterious Exotic Animals

Idaho has special requirements for deleterious exotic animals – animals which have been determined by ISDA to be dangerous to people, the environment, livestock, agriculture, or wildlife of the state. These animals and hybrids of these animals are regulated under IDAPA 02.04.27, “Rules Governing Deleterious Exotic Animals.”

 

Before purchasing, breeding, importing or in any other way possessing a deleterious exotic animal in the state of Idaho, you will need to complete a possession permit application and contact Animal Industries at (208) 332-8540. Possession and importing from another state are two different processes that each have their own set of requirements.

Egg Distributors and Candlers

 

Egg distributors and those who have 300 or more birds must comply with IDAPA 02.02.11 "Rules Governing Eggs and Egg Products" and Title 37, Chapter 15, Idaho Code, "Eggs and Egg Products."  If an individual has less than 300 birds, that person can sell the eggs without having to adhere to these requirements; however, the eggs must be clean and the container must be labeled with the individual's name, address, phone number, and the words "UNGRADED EGGS."

 

An egg distributor is any person having possession or control of eggs or egg products for the purpose of candling, grading, packing, selling, peddling, distributing, dealing in or trading in eggs or egg products for resale to a dealer in the state of Idaho - unless that person is the producer selling the eggs at the place of production.

 

Egg distributors must renew their license annually on July 1 with a $20 renewal fee.  In addition to a license, distributors are required to pay a monthly mill levy assessment of $.004 per dozen.

 

An egg candler is a person who assigns grades (AA, A, or B) and size classifications (Small, Medium, Large, Jumbo, etc.) to eggs following the standards set forth in  IDAPA 02.02.11 "Rules Governing Eggs and Egg Products."  Egg candlers renew their license annually on July 1 with a $5 renewal fee.

Field Inspection, Export & Phytosanitary Certification

 

Field Inspection

ISDA conducts field inspection on a wide variety of crops each year. Inspection applications are handled out of the Boise office for western Idaho northward to the Canadian border, and out of the Twin Falls office for all of eastern Idaho. Field inspection is mainly used for export certification purposes. However, all bean seed crops planted in Idaho must be field inspected.

Export & Phytosanitary Certification

Phytosanitary Certification facilitates export of agricultural products and may be required to meet the requirements of an importing county or state. At the request of industry the ISDA inspects shipments and issues phytosanitary certificates for both foreign and state importing markets.To obtain a Phytosanitary Certificate (phyto), each shipment must be inspected and an application must be submitted. Additionally you may need a field inspection, official treatment, and/or official sampling and lab testing performed in order to meet the entry requirements of the importing county or state.

Is the license fee pro-rated for limited use?

License fees are not pro-rated.  A device used to buy or sell, even between two private parties, is a commercial device and must be licensed. The license fee is based on the cost of testing a device; the costs involved in testing do not vary with the use of the device.

 
How are fuel pump devices counted?

Each fuel grade at each island is counted as 1 device.  Each of those grades must be licensed. Our inspector's test based on NIST Handbook 44 guidelines, therefore they inspect each grade.  They test the meter and the blending valve.   

  
Will Registered Service Company test substitute for the ISDA W&M test?
No.   Title 71-117 Idaho Code requires commercially used devices to have a State Seal to show they have been approved for use.   A Registered Serviceman has the authority to place into service new equipment or rejected equipment that has been repaired until this equipment can be inspected and tested by ISDA W&M. 

 

Hop Inspections

Idaho is ranked second in commercial hop production in the United States. Due to quarantine diseases and pests of concern, all hop plant material and machinery may not be imported into Idaho from states other than Oregon or Washington without a special permit issued by the ISDA.

Public Livestock Markets

 

Public livestock markets are regulated through Title 25, Chapter 17, Idaho Code, “Livestock Markets.” This law requires that any person conducting or operating a public livestock market must first secure a charter from the Idaho State Department of Agriculture.   Application for Charter requires payment of the annual renewal fee of $200 plus a one-time $500 non-refundable Hearing Fee.  Charters expire on April 30th of each year and the annual charter renewal fee is due at this time.  Application for Transfer of a Public Livestock Charter requires payment of the $200 annual charter fee and a $100 processing fee (non-refundable). An additional hearing fee of $150 is required if a protest of the transfer is received by ISDA.  All fees must be made payable to the Idaho State Department of Agriculture and remitted separately.   There are currently 8 chartered public livestock markets in Idaho, all of which are also tagging sites. When releasing animals, livestock markets are responsible for ensuring they are qualified for their destination.

 

ISDA received a Livestock Market Charter Application. Following the hearing procedure, a preliminary order was issued (see below). Since no petitions for reconsideration or review were received, the order becomes final and the market charter will be issued.

National Poultry Improvement Plan (NPIP)

 

What is the National Poultry Improvement Plan?

The National Poultry Improvement Plan (NPIP) is a cooperative industry, state and federal program that was established in the 1930’s with the intent of eliminating Pullorum disease and creating a national network of disease-free poultry. Today, the program includes the testing and monitoring of Salmonella typhoid, Salmonella enteritidis, Mycoplasma gallisepticum, Mycoplasma synoviae, Mycoplasma meleagridis and Avian Influenza.

 

In addition to commercial poultry, the NPIP covers the following:

      • WATERFOWL- Domesticated aquatic birds such as ducks and geese
      • GAME BIRDS- Domesticated fowl such as pheasants, quail, partridges, grouse and guineas (not doves and pigeons) 
      • EXHIBITION POULTRY- Domesticated fowl which are bred for the combined purposes of meat or egg production and competitive showing
      • BACKYARD POULTRY- A small flock of domesticated poultry

How do I become an NPIP participant?

We encourage all poultry and game bird producers to become members of the NPIP. The Idaho State Department of Agriculture is the coordinating agency for the state of Idaho. Please contact us at (208)332-8554 if you are interested in becoming a participant.

 

What are the benefits of becoming a participant?

The main emphasis of the NPIP is to ensure the health and quality of avian flocks. The Program provides for a method of standardized certification that is recognized nationwide, and enhances a producer’s ability to engage in commercial sales and interstate transport of adult birds, chicks and hatching eggs.

If you become a participant:

      • The health of your flock will be monitored through annual testing.

      • Your flock will be recognized as a participating member of the NPIP. The National NPIP website lists all hatcheries, dealers, and independent flocks in the United States and your information will be available to those who wish to purchase poultry from an NPIP source.       • Annual Pullorum Typhoid (PT) testing completed for purposes of the NPIP program will fulfill poultry show and county/state fairs exhibition requirements.

      • Interstate movement and shipment of your poultry is allowed with a VS Form 9-3 (always contact the NPIP Official State Agency to see if they have additional movement requirements).

 

What are the annual program requirements and what equipment will I need to purchase?

Participants are required to:

      • Have an annual flock and premise(s) inspection

      • Test annually for Salmonella Pullorum Typhoid

      • Keep records of poultry purchases and sales using VS 9-3 forms

 

Participants can also have their flock tested for Avian Influenza (AI). This free testing is completed by an ISDA field representative and is strongly encouraged. Participants who test for AI can declare their flocks “AI Clean” on VS 9-3 forms.

 

There is no required equipment for NPIP certification. There is an annual ISDA NPIP testing fee for each participant which is $25.00. This covers the antigen, equipment, and inspector testing fees.

Nursery, Florist, & Landscaping

Anyone who engages in, conducts, or carries on the business of propagating, growing, selling, dealing in, or importing into Idaho, for sale or distribution, any nursery or florist stock, or engages in the installation of landscape plants, or acts as an agent, salesman, or solicitor for any nurseryman, florist, landscape contractor, or dealer in nursery or florist stock must first obtain a license to do so from the Idaho State Department of Agriculture (ISDA). The license fee is $100.00 for each calendar year. The license expires January 1 of every year, no matter when in the calendar year the license is issued. Any license not renewed by February 1 of each year shall be assessed an additional $25.00 fee along with the required license fee. An exemption from licensure may be requested when sales are only incident to the seller’s farming or gardening operations and gross annual sales do not exceed $500.00. The ISDA inspects nurseries and florists as often as the department considers necessary to facilitate exports and to detect and control pests and diseases. Chemigation is the process by which chemicals (fertilizers or pesticides) are added to irrigation water to be applied to land, crops, or plants through an irrigation system.  Because of the potential for ground and surface water contamination from the injection of these chemicals, the Idaho State Department of Agriculture (ISDA) monitors and regulates chemigation practices.

Serviceman Defined – ISDA W&M adopts Rules for the Registration of Serviceman and Service Agencies for Commercial Weighing and Measuring Devices. These rules define a registered serviceman as any individual who for hire, award, commission or any other payment of any kind, installs, services, repairs or reconditions a commercial weighing or measuring device, and who voluntarily registers himself with the Bureau of Weights and Measures.

 

Requirements To Be a Registered Serviceman – We will accept voluntary registration of a person that provides acceptable evidence that they are fully qualified to install, service, repair, or recondition a device; has a thorough working knowledge of appropriate weights and measures laws, orders, rules; and has available for use appropriate weights and measures standards and testing equipment. The rules in no way preclude or limit the right  of any qualified individual not registered to install, service, repair, or recondition devices. A registered serviceman testing standards must be calibrated every 2 years. The Director may, for good cause, after investigation, suspend or revoke a Certificate of Registration.

 

Placing-in-Service – A registrant has the authority to remove an official rejection tag or mark placed on a weighing or measuring device by the authority of the Director; place in service, until such time as an official examination can be made a device that has been officially rejected; and place in service, until such time as an official examination can be made, a new or used device.

 

Within 24 hours after a device is restored to service, or placed in service, an in service report must be submitted by mail (PO BOX 7249, Boise, ID, 83707) or emailed.

 

All Registered Service persons must follow the current version of National Institute of Standards and Technology Handbook 44; Specifications, Tolerances, And Other Technical Requirements for Weighing and Measuring Devices. This document is adopted by reference as the stahttps://www.ncwm.com/publicationsndard for weighing and measuring equipment in the State of Idaho. 

Seed Buyers

Seed buyers, regulated by the Warehouse Control Program, purchase a wide variety of seed crops such as wheat, beans, peas, alfalfa, grass, vegetable and a number of other diverse seed crops grown in Idaho.  Seed Buyers are licensed in accordance with Title 22, Chapter 51, Idaho Code. The Seed Indemnity Fund (SIF) offers additional protection for producers in the event of a seed buyer failure. This $12 million dollar fund is supported by producer’s assessments and allows producers to recoup 90% of their approved verified claim in the event of a failure. Currently the SIF is not collecting assessments, but quarterly reporting is still required.

 

Licensing Info:

The Seed Buyer licensing period is for one year.

If the applicant has an Idaho Seed Dealer License, there is no fee for a Seed Buyer License.  Otherwise, both the original and the renewal license fee for a seed buyer is $350.  A license which has expired may be reinstated for a fee of $100 plus the renewal fee, if applicable, if filed within 30 days of expiration.  Applications received after the 30 day reinstatement period shall be considered original applications and the license fee will be the original license fee, if applicable, along with the $100 reinstatement fee.

  4. A current and sufficient policy of insurance (General Liability & Stock Coverage) covering losses.
  5. A written schedule of conditioning, bagging, and testing charges.
  6. Provide with the initial application only an audited or reviewed financial statement prepared by an independent CPA or LPA in accordance with GAAP completed no more than 12 months prior to application.

Warehouses

Warehouses store and market a wide variety of agricultural commodities such as wheat, barley, oats, dry edible beans, peas, lentils and canola/ rapeseed grown in Idaho. They are regulated under the Warehouse Control Program and are examined by Idaho State Department of Agriculture warehouse examiners to ensure that a warehouse operator continues to maintain a stock of agricultural commodities reflective of what has been deposited by producers.  Warehouses are licensed in accordance with Title 69, Chapter 2, Idaho Code. The Commodity Indemnity Fund (CIF) offers additional protection for producers in the event of a warehouse failure.  This $12 million dollar fund is supported by producer’s assessments and allows producers to recoup 90% of their approved verified claim in the event of a failure. The CIF is not currently collecting assessments, but quarterly reporting is still required.

A license which has expired may be reinstated for a fee of $500 plus the renewal fee if filed within 30 days of expiration.  Applications received after the 30 day reinstatement period shall be considered original applications and the license fee will be the original license fee, along with the $500 reinstatement fee.

 

Licensing Requirements:

  1. Warehouse License Application

  3. Warehouseman’s Bond.  At the discretion of the Director, an irrevocable letter of credit or certificate of deposit can be submitted in lieu of a bond.  Refer to Bonded Warehouse Law for bond amount requirement.
  4. Effective insurance policy (General Liability & Stock Coverage) insuring agricultural commodities that may be stored.
  5. An audited or reviewed financial statement prepared by an independent CPA or LPA in accordance to GAAP, prepared not more than ninety (90) days prior to date of application.
  6. Current drawing of the warehouse, which shows storage facilities and capacity calculations.

*If you wish to also purchase seed from Idaho producers, you can do so by licensing as a Seed Buyer and acquiring a Warehouseman/Seed Buyer Bond.

Weighmasters

 

Weighmaster licensing is no longer required in Idaho as of July 1st, 2020.  The 2020 Idaho Legislature, in conjunction with ISDA removed the application and license fee requirement.

 

A person who weighs grains, dry peas, potato starch, dry beans, leguminous and all other small seeds, hay, wool, bulk potatoes, bulk fertilizers, sugar beets and feeds (not including minerals) commercially is considered a Weighmaster.  These individuals must ensure accurate weighing and correct weight tickets.

 

Instructions for Accurate Weighing

BALANCE THE SCALE – make sure nothing is binding or interfering with the deck or live parts of the scale, and balance the scale at zero each day at the start of weighing, before any commodity is weighed, when a weighmaster resumes weighing after an absence from the scale, or at any time before weighing when a balance change has occurred.

 

WEIGHING – The vehicle scale used to weigh commodities must be sufficient length and capacity to weigh an entire vehicle as a single draft (NIST Handbook 44, UR.3.3).  Weight of a coupled combination may be determined by uncoupling the various elements and weighing each unit separately as a single draft, and adding the results.  A Gross and a Tare weight need to be recorded for each net weight.  Weight tickets need to be complete, including: date, identification of commodity and owner, three weight entries, and signature of weighmaster.

 

WEIGHER’S RESPONSIBILITY – The primary responsibility of a weighmaster is to determine and record the true weight of a commodity without prejudice or favor, without regard for commodity ownership, price, condition, shrink, or other considerations.  All growers, sellers, packers, dealers, drivers, handlers or other having legitimate interest in a commodity being weighed, are entitled to observe the balancing, weighing, and recording procedures. A weighmaster must not deny that right or withhold from them any information pertaining to the weight.

 

Responsibilities & Services

Inspections– accuracy and suitability of commercial weighing & metering devices; correct net contents labeling of packaged products by weight, volume, or count; investigation of short delivery or misleading advertising; and octane label monitoring.

Device Licensing – weighing/measuring devices used for commercial purposes are required to be licensed annually.

Weighmaster – any person acting as a public weighmaster of grains, dry peas, potato starch, dry beans, leguminous, and all small seeds, hay, wool, bulk potatoes, bulk fertilizers, sugar beets, and feeds are required to follow the weighmaster statute.

Registered Servicemen – individuals who install, service, or repair commercial scales or meters may voluntarily apply to become a registered serviceman in Idaho.

Metrology Lab – maintains standards of mass and volume; recognized by NIST; calibration services for Echelon II & Echelon III.
