Meet the Trainers
ISDA Staff:
Pamela Juker, Chief of Staff, FSMA Administrator, ISDA
Pamm Juker joined the Idaho State Department of Agriculture in 2007. She has a broad scope of experience in management, with specific experience in leading special projects and developing and implementing new programs within the agency. In 2013, Pamm took the lead on FSMA and for the ISDA has been a critical link between the development of rules and Idaho stakeholders and producers. She has worked with FDA and the National Association of State Departments of Agriculture on a national implementation framework and continues to facilitate the education of Idaho stakeholders on rule requirements. Pamm grew up on a farm in southern Idaho and brings that experience along with FDA sanctioned training in Human and Animal Food preventive controls, Produce Safety Alliance Train-the-Trainer and Grower Training Certifications. Pamm has a Bachelor of Business Administration and Master of Public Administration from Boise State University.
Casey Monn, FSMA – Produce Safety, Program Manager, ISDA
Casey Monn joined the Idaho State Department of Agriculture in March of 2017 bringing with him experience from multiple industries within agriculture. He has worked in the animal industry as a Quality Assurance Manager where he was responsible for managing animal health and welfare, as well as providing high quality bio-security standards. Casey has experience conducting inspections on: cull onions, hops, fields, feed, fertilizer, seed, nurseries, produce farms, farm equipment and has worked alongside USDA APHIS-PPQ. He holds commissions and certifications with USDA, FDA, SAC, and PSA. Casey grew up on a farm in California on the Central Coast, and his grandparents ranch in Vale, Oregon which he credits to his passion for agriculture. Casey Monn graduated with a Bachelor of Science degree in Animal Science from California State University, Fresno (Fresno State University).
Lacy Phelps, FSMA – Produce Safety Agriculture Investigator, Sr, ISDA
Lacy Phelps joined the Idaho State Department of Agriculture in February of 2020. She brings with her years of experience in the food service industry, including restaurant management and food safety management. Lacy’s previous positions required her to lead and train personnel on how to meet food safety regulations and maintain overall health and cleanliness. This has prepared her for her role as an Agriculture Investigator, Sr and as a trainer for the Produce Safety Alliance. She holds commissions and certifications with FDA and PSA. Lacy graduated from California State University, Sacramento with a Bachelor of Arts degree in Communications.
Greg Blahato, FSMA-Produce Safety, Agricultural Investigator Sr., ISDA
Greg Blahato joined the Idaho State Department of Agriculture in August of 2018 as a Shipping Point / CAIP Inspector with Fresh Fruits and Vegetables. In addition to inspections with FF&V, Greg has conducted seed field inspections for the Plants Division and conducted surveys and sampling for the Invasive Species Department. Prior to starting his career with ISDA Greg worked in retail management and served in the US Army. Greg holds commissions and certifications with FDA and PSA, and has multiple years of experience conducting regulatory inspections with ISDA.
