ISDA Confirms Multiple Equine West Nile Cases

The Idaho State Department of Agriculture (ISDA) Animal Health Laboratory has confirmed multiple cases of West Nile Virus (WNV) in horses. The affected horses are located in Lemhi, Twin Falls, Canyon, Ada, and Blaine counties.  One horse was euthanized due to the severity of the disease, and the other horses are recovering under the supervision of a veterinarian.

The most common signs of WNV in horses are fever and weakness, usually in the hindquarters which sometimes is characterized by a widened stance, stumbling, leaning to one side and toe dragging. Mental conditions such as fearfulness, lip-smacking, chewing movements and fine muscle tremors may be noticed. Paralysis and inability to stand may follow in extreme cases of WNV infection.

Most commonly, WNV is spread to people and horses through the bite of an infected mosquito. The public should continue to take precautions in areas with WNV-carrying mosquitoes and precautions should extend to animals.

The ISDA recommends two essential protections for equines and small camelids: vaccination and physical precautions.

“The WNV vaccination continues to be an essential preventive measure and should be given annually to provide an adequate level of protection from the virus,” said Dr. Scott Leibsle, Idaho State Veterinarian. “Nearly 98 percent of horses that test positive for WNV are non-vaccinated or under-vaccinated. Horse owners should speak with their veterinarians about the WNV vaccination and other annual core vaccinations as well as how to follow an annual booster schedule. Horses that have been vaccinated for WNV in previous years must receive an annual booster; a one-time vaccination is not enough.”

Physical WNV precautions include using fans and repellants to keep mosquitoes away from equines. Additionally, horse owners should remove standing water on or near their property whenever possible.

“There is no vaccine for people,” said Dr. Leslie Tengelsen, State Public Health Veterinarian with the Idaho Department of Health and Welfare. “Although most infections in people are mild, some people can become quite ill. Avoid mosquito bites by taking simple precautions.” Precautions can include using insect repellant according to the label, wearing long-sleeved shirts and long pants from dusk to dawn when mosquitoes are most active, and making sure house screens are in working order.

ISDA Confirms Aquatic Weeds in Blue Heart Springs

The Idaho State Department of Agriculture (ISDA) has confirmed the presence of Eurasian watermilfoil, an aquatic noxious weed, in Blue Heart Springs near Box Canyon on the Snake River. ISDA’s recent investigation and sampling confirmed the presence of both Andean watermilfoil, a native species, and Eurasian watermilfoil (EWM).

“This investigation was initiated after Visit Southern Idaho expressed concern about unusual plant growth in Blue Heart Springs,” said Jeremey Varley, ISDA Noxious Weeds Section Manager. “These kinds of reports are vital and underscore the importance of the ‘See Something, Say Something’ philosophy in invasive species management.”

EWM can reduce waterflow, decrease oxygen levels in water, and impede recreation. This is not the first time the plant has been confirmed in Magic Valley.

ISDA now is making EWM eradication plans. ISDA is working with relevant state and federal agencies to ensure agency plans meet applicable permit requirements for the protection of native or sensitive species, including invertebrates, in the area. ISDA provided an update to stakeholders, including those who originally submitted reports, and state and federal agencies with oversight in the area.

The eradication plan will include mechanical removal. This involves carefully pulling plants, including all plant material and fragments. The work will be performed by ISDA staff who are trained to remove plants in such a way as to prevent further spread. Following a detailed pre-treatment survey, work will begin later this spring when the plants have new growth, which increases likelihood of full plant removal. ISDA is asking the public not to disturb the plants as doing so can further spread the plants outside of the spring area.

ISDA to Host WPS Train-the-Trainer Sessions

The Idaho State Department of Agriculture (ISDA) announced the schedule today for upcoming Worker Protection Standard (WPS) Train-the-Trainer sessions throughout Idaho.

Significant changes to the WPS went into effect on January 1, 2018. The federal WPS regulation directly affects operators of farms, forestry operations, nurseries and greenhouses, and employees in these industries. Designed to protect agricultural workers and their families from pesticide exposure, the WPS was first implemented by the U.S. Environmental Protection Agency in 1992.

The WPS was revised for the first time in 2015, and it now requires agricultural workers and pesticide handlers to be trained annually by a certified pesticide applicator or a certified trainer. Participants who complete a Train-the-Trainer session will become certified trainers.

The upcoming training sessions will be tailored toward agricultural operators. However, pesticide dealers, professional pesticide applicators and labor contractors who provide services to agricultural establishments also are highly encouraged to attend.

The Train-the-Trainer sessions are approximately six hours long and will run from 9 a.m. to 4 p.m. local time. Pre-registration is required. Registration can be requested by emailing the ISDA at wps@isda.idaho.gov. Emailed registrations must include name, phone number, desired session, and the number of people attending the training. Seating is limited.
