Seed dealer licenses are required for most businesses that label, condition or sell seeds in the state of Idaho.
Seed dealer licenses are issued annually with a term of July 1 – June 30.
If you will be selling, labelling, or conditioning Hemp Seed in Idaho you must meet Hemp permitting requirements.

What Type of License Do I Need?
- In-State Seed Dealers – Labeler: To LABEL containers or bulk seeds for sale in Idaho ($50 per license)
- In-State Seed Dealers – Condition and Clean: To CONDITION or clean seed in Idaho ($100 per license)
- In-State Seed Dealers – LOW SALES: To sell, offer for sale, expose for sale, or deliver seeds in packages of 8 ounces or more or in bulk or deliver under a contract in Idaho, annual gross sales of $500 to less than $1000 ($50 per license)
- In-State Seed Dealers – HIGH SALES: To sell, offer for sale, expose for sale, or deliver seeds in packages of 8 ounces or more or in bulk or deliver under a contract in Idaho, annual gross sales of $1000 or more ($100 per license)
- Out-of-State Seed Dealers (includes license to label, condition and sell): Use only if company is located outside the state of Idaho and DOES NOT have an in-state facility ($350 per license)
