The Idaho Legislature passed House Bill No. 631 (2026) with broad support and Governor Little signed it into
law on March 27, 2026. This legislation moves rules to statute to allow the public to find the laws governing the
certificates of free sale in one location, which ensures ease of access for the regulated community.
